EmailListSignups vs EmailListUsers tables

EmailListSignups vs EmailListUsers tables: how are each of these tables used? I noticed today the EmailListSignups has just started to get populated as of 8/3/10 but not sure how that data gets there. What process populates these tables?

EmailListSignups table is used as temporary storage for Email lists of type verification where custom has to verify his/her Email address.
