Packing Slip in Order Summary vs Shipments

Hi,
When you look at an existing order in the order summary, there is a dropdown there where you can select an action called Print Packing Slip.
However, if you go to, in the same order, to the Shipments menu you have a button called Packing Slip there.
Both generate a packing slip but of a different format. Is there any reason for that, are they doing the same thing? If yes, why don't they have the style appearance?
