Does anyone know where I can find details of what this is, how it works?

This is a custom taxation implementation for Washington state. AbleCommerce allows you do taxation via creating tax rules/tax codes internally. In some scenario people may require to get taxation information from third parties or external websites. In such cases AbleCommerce allows you create your custom tax provider.
