UPS online tools (rate check) time out cause error and hangs

Hello folks:

This morning the UPS online postage calcuation failed to response for some reason (shouldn't just me). During the system checking postage process, it hangs there and other pages won't respond until the time out error message pop up. Even though the USPS is funcitoning but the page won't show any postage from either UPS or USPS. It means that my customers can't check out their order.

What I did now: I temperoray put all UPS shipping methods to different warehouse. Only USPS is avaialble for shipment and it's ok. Don't know when UPS will resume their online services, if it's not our server issue.

I'm wondering if there is a patch can fix the issue. If there is conneciton issue for either one: UPS or USPS, then it should be able to provide online postage from the other that is working, rather than just showing time out error and no checkout possilble.
