Discounted Shipping Rates

HI,
I am building a webstore for a small business whose shipments vary between 10 and 40 pounds. We do not ship enough to get discounted rates from UPS, which gives us a disadvantage against the competition. The owner want to do a flat percentage off of any shipping cost. Where in the code does AC get and store the quote from UPS? I figure I can just fix the price as soon as AC gets it and everything will run smoothly.
I am open to other methods of solving this problem as well. I am running 7.0.2, but will upgrade soon. Does the current AC have a feature that does this already?
