PayPal getting address as commercial

It seems, even with the latest update, when a customer selects paypal as their payment method it is still returning UPS rates for a commercial address. Is there a fix?

I would like to add,it seems the address that Google Checkout receives is also flagged as commercial.

Is this issue going to be addressed? It is getting pretty expensive for our small store to absorb some of the differences.
