USP Negotiated rates

We have a client who is trying to use their UPS negotiated rates for shipping charges. As far as I can tell, they need to :
Enter their UPS shipper number when they set the gateway up in Able admin.
Provide the Access key that Able generates to UPS to hook the rates up with that key in Able.
Is there anything else that needs to be done? They are not getting negotiated rates, but maybe there is a time lag?

It may take a day or two for UPS to set up the account.
The Access Keys also take a couple of days when taking out of testing and into production.

I think I found out the problem. I checked the UPS configuration data on a test site and Able is not sending across the client's userid and password- there is actually no place on the Able UPS Config page to enter those.
Here is what a UPS rep said:
I know that Able’s information won’t pull the right rates, because UPS has started forcing account validation in the last 12 months
