Not using shipping address to calculate shipping

I'm using AC 7.0.2. When I enter an order from the Orders screen in admin section, I can edit the shipping address, but when I click "Get Shipping Methods", it is using the zone that the billing address belongs to instead of the one for the shipping address. Is this a known issue that there is a fix for?
