Coupon Code with Shipping Discount

We currently have free shipping on all of our products when they are purchased at retail price - no coupon.
We are currently putting out a coupon with a deep discount, but want to have a requirement of must buy 2 in order to get free shipping.
Is there any way to attach shipping to coupons, so that when the customer who applies the coupon must pay for shipping if they only buy one product, but will get free shipping with 2 or more.
We want the regular priced items with no coupons to keep their free shipping status.
Any information would be greatly appreciated.
