Sales Tax Calculating on the cart of anonymous

Can any one help me and odd sales tax issue. If I add something to the cart without logging in Sales tax is calculated for 2 tax rules based on zip code zones. How can the cart calculate taxes on an anonymous user? I've gone over my sales tax very carefully but I can't fix the rules as they don't apply to an anonymous user, Correct?
Any ideas?

You're talking about seeing the taxes in Checkout right?
Tax rules have to work on anonymous users. Otherwise the site couldn't support anonymous checkout.

On some site, I have taken off the code to display a tax amount before the checkout page.

Well after much manipulation of zones and tax rules .. It no longer calculates taxes on addresses that it does not know.. Thanks for your help.
