registered customers must sign in

It is come to my attention that if an e-mail address has already been registered the next time they place an order they MUST login. While I understand the reason for this and it is preferable in my eyes. People don't always want to deal with that when they have not visited in a while and forgotten the password. It can be a road block to getting the order. Can this "rule" be eliminated?????
