Can Failed Payment Orders be put through on the frontend?

If a payment fails (I'm using 7.0.6 version), is there a way to send a customer a link to try the payment again or does it have to be done from the backend?

That will be done automatically if you use HandleFailedPayments="true" to call the receipt page scriplet on the the receipt page.
