AbleCommerce Shopping Cart Software

We currently have a customer using VERSION: 7.0.6.14312 of AbleCommerce.

We are looking to put in place VERSION: 7.0.7.14600.

So my question is, does the license file work from the current site to the new site? Or do we need to update it?

That depends on the date in your file. There is information about that on help.ablecommerce.com if you look at the upgrade instructions.
