Error on upgrade

We finally completed all of the file modifications (on a DEV site) to be ready for a smooth upgrade to 7.0.7 from 7.0.2, and have pointed the DB back to the live DB, but when we go to /install/upgrade.aspx I get the following error:
There are no database upgrades waiting to be installed
I assume that there must be a file that holds data, and believe that we already upgraded (we copied the files from the DEV site, which had obviously already been upgraded to 7.0.7). To avoid messing anything up, can someone tell me which file I need to replace with the one from the download?
