Email subscription maintenance cleared expired records

I am seeing messages being generated by the maintenance routines. (e.g. Email subscription maintenance cleared 2 expired list signup requests.)
Does the message mean that of all the visitors who signed up for our newletter, 2 did not acknowledge?

Yes.
It means those 2 signups, within the time window specified in the store settings. So if your setting is 7 days, then 2 signups that are now 7 days old that didn't confirm the signup. There could be more that haven't confirmed but not yet reached the deadline.

Thanks AbleMods, I looked in the dashboard under maintenance and manage newsletters, but I do not see where that setting is managed.
How can I adjust the expiry days?

Easy. Just go into your Admin dashboard. Then choose Configure, Email, Settings and look for the List Request Expiration setting on the left side.
