Issue Refund on orders 60 days or sooner

I have noticed that I cannot issue a refund on an order that is older than 60 days. Can someone tell me what the reason is for this? I know it's not a requirement from my provider because I have another system I can issue refunds for orders that are older than 60 days. I am using 7.07, authorize.net, and am not storing CC numbers on my site.
