PayPal Express Checkout vs. Forced Registration

We have been looking to integrate the PayPal Express Checkout, however, it appears to bypass the requirement to register an account / log in if a customer has an account. Is there any way to force login / registration when using Express Checkout? I realize that, based on the name, it is supposed to expedite the checkout process, but our reason for using Express Checkout is simply to allow us to capture funds at time of shipping instead of when the order is placed. That appears to only be possible by turning on Express Checkout.
