Shipping charges based on billing address

AbleCommece 7.0.2

We have very basic shipping. We have an international rate and a domestic rate. I have a few customers that live outside the USA but ship to family members in the USA. When they try to do this they get charged the international rate.( their billing address) How do I correct this?
