A user requested to close / cancel their registered account with us, but there is no way for them to do it. We must do it manually in the backend.

Do we have to enable this on a control or something?

Cancelling account option is not available on retail side. Merchant has to do this from the admin interface. If you want to provide this feature to the users, you may implement a custom control. Providing users ability to delete their accounts directly is not a good idea though. You may consider implementing it in two steps. You may allow users to request account deletion from their account page. The account deletion requests can then be handled by admin separately after reviewing the implications.

You may want to consider a custom control to scramble their password and modify their email to a non-workable email. That way they are in essence removed and the order history remains intact.
