shipping calculated on billing address???

I notice that when the billing address is a foreign country but the ship to address is in the USA the web site calculates the shipping charges based on the billing address? is there something I missed in the setup? how do i fix that?

Are you sure this is happening? Version 7.0.2 is really old, but I'm not finding any past bug reports with this issue.

You should turn on the debug option from the shipping gateway page, and then check the log file. It should be in the app_data\logs\ folder. Do a test checkout and then open it up and check to see which address was used for the rate quote.
