Paypal Button Gone

Our store has paypal set up (we thought properly). The issue is when someone chooses their payment method as paypal, it goes to the receipt page, and the button that should be there to have the customer finish the purchase through paypal is not showing up at all.
I Looked through at the conlib and the code is still there for the button.
Anyone have a similar issue? Any ideas on how to fix this?
