Shipping Method Problems - Vary by Weight

I've got a method set up to vary by weight. It won't cooperate. I have the Min set at 0 and the max set at 100 for the first tier. The second tier min is set to 100.01 and max is at 999.
Problem 1 - when I change the min on the first tier to .01 or 1 then the option doesn't show up as a shipping method in the checkout screen even when the weight of the product is greater than this.
Problem 2 - When I change the weight of the product to say 200 lbs, which should be in the second tier, it keeps the shipping rate from the first tier.
