Shipping estimator - Other Zones

Was the shipping estimator upgraded with RC3 to handle Zones outside of All Zones?
We have an Us Military zone, and an all zones. The estimator returns no results when an APO Zip is place into the field.

I just upgraded a client to RC3. She has zones configured for all shipping methods and the shipping estimator returns the message:
No shipping methods are available for the current items and/or the given destination.
Are there any plans to make this work when zones are defined?

The only one I have found is to remove the shipping estimator until a solution is found.

It's been that way for quite a while, I've reported it several times. Eventually I gave up hope and removed it until I figured it out it was the All Zones issue. For my situation, that was ok so I changed all the methods and *poof* it started working.
It still won't show my custom Able Ship Methods, they aren't set to All Zones
