Ordering from 51 provinces - shipping to 33

We have a situation where we must block shipping to 18 states (alcohol content laws) however a person in those states could order for delivery to other states as a gift, etc.

There are two lists of states under shipping configuration (zones and provinces) ... I deselected the blocked states in the zones section and deleted them from the Countries / provinces list for United States now those states are not available for residence addresses.

1. I now realize I need the states in the provinces list because they aren't available for billing address so I guess I'll put them back.

Can anyone tell me what else I might run into with this situation? Are there other considerations?

This would kind of be round about, but what if you created a "warehouse" for the alcohol. Then create shipping methods and assign them only to ship from that warehouse, and only to a ship zone that contains the 33 provinces?

The drawback, you would have to duplicate any shipping methods that apply and it would cause multiple "shipments" if you had orders with both items. But I think it would allow the order/ship combination you request.

There is only one warehouse ... all products ship from the same warehouse ... same rules apply to all products.

These products can be purchased from any state (billing address) but cannot be shipped to certain states (shipping address).

We have a shipping zone Edit Ship Zone 'Contiguous US' that selects 33 states. Why is the ship to feature not blocking shipments to the non-selected states?

We are not getting a warning when we select Arkansas (and other restricted states) as a ship to address. It seems like that a warning or blocked ship method should appear when we click Continue. Why is this not working?

And the answer is ... Don't use All Zones when you configure the shipping methods!!
