Local/Development Log-in Failure

If anyone is familiar with this scenario, it would be greatly appreciated if you would share your way out of the experience.
After much, way too much, trial and error, we managed to get a local install--kind of.
When we completed the local install we were able to access the admin pages and make some changes.
However, we are not able to log back in after logging-out.
(Yes, we installed it twice thinking we might have made a mistake.)
We did get a "Local Key" from the fine folks in ever-sunny-and-warm-on-the-river Vancouver, WA that we fed to the machine during the local install.
As we mentioned, this has gone on much too long. Your assistance will greatly increase your karma score.

The fourth line is set for bold, it hasn't taken on the preview. We'll put it through to see if it takes in the "system."
