No valid shipping method is available. (Phone Orders)

"No valid shipping method is available." - This keeps coming up when entering orders from the admin area. The addresses being entered are valid with all the required fields entered. It's not with every order, and seems a bit random, but is quite a pain when the customer is on the phone and you cannot complete the order.

I had this happen and went back to the product and realized that I had not assigned a warehouse to that specific item. That might be why it is happen at random.

yeah, I checked all my products and the correct warehouse is assigned to all the products. Using the exact same information, I was able to checkout using the site like a customer would. I just don't see what is different on the admin checkout.
