an normal customer Cancel Oder

Assuming that a normal customer place an order.
Immediately affer, he (she) want to cancel this order (goods has not shipped to him (her)).
Does AC7.0 allow it?

After placing the order the user can add a Note to the order from his/her account page asking for the cancellation of the order
