If Payment processor is selected for authorization and settlement, will order be transferred from basket to order table if payment is rejected for any reason?

Items will be transfered to the orders table in any case.
When a customer submits a basket for checkout an order will always be created. The order status indicates what actually happened. If during checkout the payment fails the user will be allowed to make additional payments but the order itself has been placed.
