Anyone running SiteDiector from NC Software?

I tried installing this on a XP development machine to see how the software works, but got this error:

Parser Error Message: Could not load file or assembly 'CommerceBuilder.Services' or one of its dependencies. The system cannot find the file specified. (C:\ac12\web.config line 110)
