Payment Failed - Order Placed

I know there was a previous forum topic on this probelm but I could not find it.....
I would say that 25% of my daily orders placed are being submitted even though the authorization has failed bu Authorize.net. Is there a way to keep an order from being placed/confirmed when the payment has been declined? 9 times out of 10 the billing address is wrong.
