Cannot ship to different address for telephone order

When i take a telephone order using the back end of able commerce, after i place the order and come to the checkout screen, i put in the user's billing info. by default the shipping is "same as billing address" and i can choose from any of my shipping methods: "in-store pickup" or UPS Ground (UPS is set up with integrated method).
When I uncheck the box and enter a new address, then I hit "refresh" on the shipping method, all of the UPS shipping options disappear. Only in-store pickup is allowed.
Please help.
