Order incomplete - Gift Certificate disappears

In testing I've discovered that a gift certificate was applied to a portion of an order but paypal failed (it was on my local server so that's to be expected) ...
. when I went to "manage gift certificates" I found the gift certificate was gone (it had been moved to inactive status).
. I moved the order to problem status - no change in gift certificate status.
. I moved the order to cancelled status - again no change.
. Since Deactivate was lit - I clicked Deactivate - the serial number disappeared.
. Next I clicked generate and got a warning that this would make the gift certificate active - it did not
. I clicked to show only active gift certificates - the list was empty
. I clicked to show inactive certificates - the certificate showed up.
. When I select ALL I can't tell the difference between an active and inactive item.
I understand the gift certificate becoming inactive when the order is "pending" or "problem". When I cancelled the order I expected it to become "active" again.
Has anyone else had similar results? Do you have to contact the customer (who you may not know although you should have their "correct" information on the order) to give them a new serial number or do you wait for the customer to call saying "I can't get my gift certificate to work".
