Custom Triggers and Manual Email

I looked and could not find a way to do a couple of things in 7.0 :
1. Add a new custom trigger to send emails - I am able to add a new order status, but not able to associate a trigger to it... do I have to customize this at the backend via db and code?
2. Also, I am unable to find where I can send an email manually to a customer in the Able admin - select a template and set the TO field and send the mail... used to be there in Able 5.5.
