Problem creating order from admin

Could someone else check this out and make sure I'm not misunderstanding something? I trying to create a test order for a user from the admin site. I click Create Order for user, go to a screen where I can search, add one of those products to the order by clicking the green button, then I get the following screen with only a cancel button. If the user has items in the basket, it works OK. Here's a screenshot of the screen after I have clicked the green button next to a product to add it to the order.

Its working on finale demo. When initially there is no option selected then it looks so as you described but when you select some option then save button becomes available.
