Shipping rates by quantity with Kit products

I have a kit that is made up of several products.
Item A is a required item when purchasing the product. Item B can be chosen from 1 of 3 sizes OR they can choose "None".
With our actual shipping rates, we can ship up to 2 full sets for the same cost (if a customer orders 2 or more to the same location, we waive shipping fees).
My problem is when we have a case where the user orders 2 of the kits but chooses "None" for item b. It will still give them the same rate because 2 of the kits were added to the cart. Is there a way to differentiate between the kit with ONLY item A and a kit with both so that our shipping costs can be displayed accurately?
