Help with our Checkout

hello - wondering if you could help us...this is driving <me>us crazy. We customized the checkout process but have run into a nasty but. When you go through our checkout without signing in, as a guest (being logged out), and enter send to a different address the SHIP TO reverts back to BILL to in the subsequent screen.

Sounds like something wrong with enable/disable logic for addresses.
