Orders Placed w/ test CC# number generate email confirmation

We are using 7.0.2 to sell subscriptions on our site. When an order is placed using a test Visa # (4111111111111111) the system eventually times out with an error, but the order is still processed. The user is sent the order confirmation email, and everything looks like it was successful. There is a pending order in the system saying awaiting payment, but to the user it looks like it was successful. Once this happens a user can login to the system and access their subscription even though the order payment was not process successfully. Our payment gateway is Pay Website Payments Pro.

Any ideas how we can stop the order/confirmation email and not allow the user to proceed until cc# is successful?
