Narrow or Expand Results - Parent Categories

I've noticed in the Catalog that you cannot create "parent level" sub categories. Here is a specific example of a typical product categorization for us:

Faucets -> Bathroom Sink Faucets

Under bathroom sink faucets there are an array of categories each with several sub categories e.g.:

Product Type
4" Centerset (88)
8" Widespread (77)
Single Hole (43)
Wallmount (15)

Brand
Moen (222)

Price
$200 or less (48)
$200 to $500 (119)
$500 to $700 (41)
$700 to $1000 (14)
$1000 or more (1)

Style
Traditional (93)
Transitional (56)
Modern (35)
Basics (21)
transitional (1)

However, creating these cagegories in the catalog does not produce parent level catgories but rather just a big list of filters. Any ideas on how to create the parent level categories under a specific category e.g. bathroom sink faucets -> product type -> x, y, z ?

Normally, the category structure is what you want with sub, sub categories, etc. It looks like your menu is a custom menu so that is why you wouldn't be seeing the structure there.
