eliminating zip code requirement in shipping estimator

I am using 7.0.2 The shipping estimator requires a zip code. Not all countries have zip codes. Is there a way to turn this requirement off?

meanwhile, I want to turn the postal code option ON for a country: Puerto Rico specifically. Any idea how that is done?

got my answer- it's in the configure:store settings, under "postal code countries." Added PR and all is well...
