Have a webpage with a category list

Hi All,
I would like to create a webpage that will have an image at the top associated with a particular category, then beneath it have the associated sub-categories. (so, a category page with a banner image at the top of the category area).
I understand how to create the webpage with the html, etc. However, I am not sure how to reference the appropriate category list within the html. I need to keep this as simple as possible as the person making updates to the webpages is not very tech savvy.
Any help would be appreciated.
