Address formatting issue

I did a quick search and found a few other, old, reports of problems with address formatting.

We (IT group) were asked to change the address formatting of a few foreign countries. Easy enough it seemed. Configure\Regions\Countries and edit the formatting. We followed the formatting help.
However, when we view the formatting in the order summary and emails, the returns have been stripped away.
We've gone back and manually re-typed the address format and even added extra returns. All were ignored.
So how do we fix this? It seemed like an easy change at the time. AC version 7.0.7.14588
