Store Clock on Dashboard is off

Our store clock is several hours different from our local clock. Why and how can we change this?

Configure -> Store

Locale Settings

Pick your correct time zone.

This is a funny turn of events. My question is some what related to this.

My clocks are all set correctly for my location. All emails that are generated have correct time except for when either the customer ads a note or the merchant ads the note.

Ultimately the "time stamp" with in the email generated (from either of the 2 templates) is wrong. What is interesting is when I create the note the time is wrong in the admin history and note section until I refresh the page, then the time corrects itself to the offset I have setup in the store section. The issue is that the email trigger is firing before the time stamp is corrected to the offset I selected. The NVelocity code "${note.CreatedDate}" is the code for the note (which does not appear to include the offset and ultimately has the wrong time when fired).

Any ideas folks?
