Feature Request: Mail-In Rebate Management

There needs to be a way to turn a mail-in rebate on or off for specific dates (similar to Pricing Rules),
which would create a tag in the item listing "$0.00 Mail-in Rebate Available through DD/MM/YYYY" then a link to a stored coupon (.pdf).
