VISA cards in Germany

Hello all,
We seem to be having an odd problem with VISA cards from our German customers. I'm having a hard time getting specifics from our customers and our payment company. We use USAePay/Century Bankcards for processing.
German customers using VISA cards (and we've seen a handful of Mastercards) are being reported as declined, do not honor when they attempt to pay. What I am hearing from our customers is there is a blacklist and we (along with other music instrument companies) have been placed on it. So far, I have been unable to gather any more specifics.
Our payment company says everything is fine and claims to know nothing about a blacklist. I'm not buying this at all and it is costing us sales and customers.
Is anyone else having similar problems or do we have any German members here? Any information would be appreciated.
