Payment method chosen forces trackable shipping in ver 7.1

If someone buys an item using PayPal we need to make sure that the item is posted via a signed for shipping method and not offer 1st class post or another non-trackable service.
Has anyone done this yet or do you have any ideas if this is possible or easy to set up?
