Can the admin Feedback slide be disabled?

Can the admin Feedback slide be disabled?

I logged into an R4 site this morning and noticed the Feedback slider on the right side isn't there.

Can that be disabled/enabled through admin?

I don' think there is enable/disable feature for feedback bar ... unless you have done some customization in Admin.
