Inconsistent Order Notes Manager vs Dashboard Alerts

The dashboard alert for unread Order Notes lists all unread notes, whereas the Order Notes Manager filters out system notes.
This makes it confusing when you have a dashboard alert like the following: There are 2 unread order note(s). review now [link]
But when clicking the link to go to the Order Notes Manager, it shows no results (because in this case, both notes are system notes).
