Handling Charge - By Product and Country

I have one product that needs a special handling charge when shipped to Canada. How would I do this?

A good start would be to use the built-in Special Handling fee for the product. This is shown on the product editing page and can be any amount. This will add it for all orders though, so you'll need to find that code where special handling fees are added and customize it so that only addresses in Canada will be used.

I was hoping to achieve this without any customizations. Is there any functionality restrict a product from being purchased in certain countries?
