I tired using Google Tag Manager so that I can more easily use Google Remarketing, AddRoll and other 3rd party enhancements. When I added GTM code to my pages, it broke the "Mobile Friendliness" of my responsive web site.
I utilized the GTM code by pasting it into the BaseMaster file so that it would be on each and every page, like it should be. After doing that, my pages failed Google's Mobile Friendly test.
Did I put the code in the wrong place? It is supposed to be just after the <body> tag. https://developers.google.com/tag-manager/quickstart

The location seems correct. What does't the test report say? Does it provide any hint why page failed the mobile friendly test?

It has been quite a while since I was trying it and I don't remember. I will need to do it again.
