Editing Footers and Headers in Themes

I have been upgrading our Able 5X to Gold and in doing so have missed a lot of information and knowlege gained by bypassing Able 7X. During this upgrade we had to upgrade to Able 7x first before we could get to gold. When sampling the themes in Able 7x we found that we could add HTML to the headers and footers without having to code behind. The editing was at the bottom of any page as long as you were or are logged into the admin. Now that we are on Gold this option is no longer available. Due to my skills and lack of knowlege is there another way to modify the headers and footers using HTML that I'm not seeing. I undestand the CSS layouts in the conlib but where do the actual header and footer files sit and in which folder/directory. We are using the latest build 5078 R3 and developing the wireframe theme. I apologize for being so inept but any help would be greatly appreciated.

Those files are now in the ConLib folder. You can make some changes in the admin as far as what components you display on header, footer, sidebars. Admin-->Website-->Layouts and Edit the layout. Be aware that any changes you make in the admin overwrite any changes you might have made in the ConLib .ascx file.

Thanks Judy for your response.
However, I do understand how the control in Admin works with the Layouts and choices of components. What i can't understand is why there is no longer a control to add or change actual content to the header and footer components themselves without having to modify the .ascx file itself vs on the fly by just adding code with either a WYSIWYG editor or edit box. This was simple from AC5X-AC7X. It appears that this simple control has been eliminated in the new Gold version pre-installed themes unless I'm just not seeing or understanding the controls. I was talking about the part in the admin where you can select certain controls to appear in a sidebar, etc. There is no way to edit the content in the same way it could be done in Able 5- it has to be done in the physical file itself. In some ways, this is a good thing because if you mess something up and you are using a file editor with an undo option, you can revert back to the original content.

I made new header and footer files and use them in the layout editor. The issue I have with doing that is that they don't show up on the login page, etc. So, I still had to manually edit the store footer and header pages.
